Can you put a 16 year old boy on child support?

Okay sooooo here it is: I got pregnant at 15 my first time EVER doing anything sexual. The guy was 15 too. When I found out we made a promise that we wouldn't tell his parents(but mine knew) as long as he would provide financial support. Well fast forward a year later He hasn't helped me much. I just don't know what to do. I've tried texting, calling, etc he never answers me. He has a job at Target so I'm just wondering could I do that since he is underage. I'm not trying to get a handout or whatever I just feel like if he helped Make this baby then he needs to meet me halfway and be in his life and provide.
