Could my daughter have chicken pox?

she just turned one and she has had these little red raised bumps on her. They started 4 days ago and one slowly appear here and there is no liquid or puss. The pediatrician told me to try children's benydryl just in case they could be an allergic reaction, but it hasn't helped any... they're not bug bites, because they seem to progess throughout the day. They aren't bothering her at all. Some one told me it's a possibility its a heat rash or eczema, but i thought they both come in clusters...
