Are Americans too dependent upon the government?

First off, i think the parameters of your question are a bit off. I would think that there is too much dependency on the government but for different reasons then you've provided. Governments often infantalize the public by asking them to sacrifice freedom for safety from a fear they endorsed. Most people in first world countries are quite dependent on their government-which can be a good thing. Because without said dependency we see third world countries where there is little government structure at all, and rampant atrocities. I would think there is much to be worried about in North America but while we are a bit too dependent it is currently not something to be too concerned about
