Am I in good shape for college applications?

I have a 3.65 GPA and a got a 23 on my ACT. Not very happy with that score but I'm a horrible test taker so I'm just going to settle with it. I am also in IB for all my classes, with the exception of history, I'm in National Honor society and Spanish Honor Society, and am involved with 3 other clubs, two of which I am VP. The only thing that freaks me out is my ACT score because I know its really important. I wanted to go to UW Madison and the ACT score they're looking for is at least a 26. Also am I in good shape to apply to UIC?
