End Government Free handouts?

I know this women who is on Medicare, Food stamps ( 22 years) , SSI, back child support, and Michigan SDA why does the Government keep giving her free benefits while people like me work hard each day to pay for those who are riding the program? Should there be a limit on how long people can stay on Social Programs?
