Why should people who do not pay taxes have the right to vote (United Kingdom)?

Would the people who pay taxes (people with money) not enact laws that benefit only the wealthy class. This system would perpetuate a ruling class system similar to those 200 years ago. I agree that a voting welfare state has its pitfalls, but giving power only to those that have money often leads to tyranny.
