Is the constant giving of money to haiti?

A very 'liberal' thing? I had talk today about this with a co-worker.. he seems to believe that the fact that Haitians are asking that the handouts cease, and capitalization occur, is an example of why liberal attitudes toward welfare and poverty is WRONG.
